Can some1 tell me how i can get a picture on here like every1 else next to there name.

If you look at the red banner slightly above your post, you will see a menu option for USER OPTIONS go in here and then edit Personal Info here you can determine the source of your 'personal' picture amongst other things. BTW - The picture must already be hosted on the web (pref in your own web space] and so cannot be linked to you local C drive. If you don't have your own web space, upload the images to Image Shack , free to use, and then insert the address as advised by Image Shack into the address bar for your personal picture.
