Windows XP not connecting to Broadband

We have 3 computers in the house; 2 use windows 98 and one uses Windows XP. I am unable to connect (via Broadband) to the windows XP Computer without switching on any of the other computers and restarting the Router. Anybody else having this problem? Should I be changing settings of any kind?

Hi Andy,
It's a Belkin ADSL Modem with built-in Wireless Router (802.11g 54Mbps). We also have 3 x Belkin Desktop Network Cards.
