Windows XP freezing at "loading your personal settings"

6 months ago, I created 2 user accounts on my XP OS. A month ago, my XP started to crash. Today, after some years, my pc gets to the choose user Accounts screen and when i choose either account, it says "loading your personal settings" and freezes for both accounts.

I only have a recovery disk available from Mesh PC which threatens to remove all documents and files including "my documents".

Please advise on how I can resolve this? Thanks for replying.

I should explain that I am running XP Professional and cannot see how to start it in "Safe Mode"
