replacement p.c. and XP Home

Do please forgive my naivety but I am about to purchase a new computer and wonder whether I am obliged to buy an additional XP Home disc rather than use that which is on my existing computer. If I have to then it has set me wondering how it is or why it is that Retailers can sell computers without XP being installed for, to me, it implies that an invalid disc will be installed.

If you are buying a new computer without an opertaing system and want to use XP Home, thn yes, you need to buy a disk.
System builders are allowed to sell computers without an OS so you can choose what to install. You may want to run Linux but the m,anufacturer doesn't do Linux installs for example.
It's like saying car manufacturers shouldn't be allowed to sell cars that can break the speed limit.
