Copying dvd-rtav from -rw to -rw

I have a JVC dvd recorder that records onto ram as well as r and -rw. The file type is dvd-rtav.
I have several recordings that I want to keep, which are scattered across several -rw discs.
Is there a program, preferably freeware, that will enable me to tidy things up by consolidating
them onto fewer discs. I only need to copy not edit
