Downloading films and copying

A friend has asked - if they download a film from the internet onto laptop can they then burn it to a DVD? Is this illegal or not possible or what? I would imagine it is not allowed? Advice would be appreciated.

Very much depends on the source of the film and the licence, if any, that it comes with.

If the film is from a legal source then you can almost guarantee that you won't be able to burn it to CD as the licence won't let you.
