Funny Problem: I need to slow down the internet!!! Help

This is hilarious, i got an email from my cousin who just started his own small business. He has a very, "can't say no" personality, hes friendly/loving whatever you may call it... Anyway, hes got unlimited fast internet on his computer, and some friend of his comes over every single day and kicks him off his desk for 4 hours. He can't say no, or stop him, or he doesn't want his friend to know hes getting annoyed of him, or stop the internet from working.
He just wants a sly way (program) of somehow limiting his internet speed to pre dialup days so that his friend gives up and leaves. It shouldn't be obvious or detectable.
I was laughing my ... off... his email made my day!!!
I'm not sure anybody can relate... ? and nothing probably exists like this?

Not sure if TRAFFIC SHAPER XP would do what he requires. If he's using Vista, you'd need to search for a similar Vista-compatible application.
