I cannot use IE7, have downloaded 8 - 10 times this year

BUT FOREVER if I try to click on: Control Panel, My Pictures and several other programs I get -Runtime Error!
Program:C:\program files\ internet explorer\ixplore.exe
this applicationhas requested the Runtime to terminate it in an unusual way
Please Contact the application's support team for more information ........ I have tried to contact microsoft and indeed others for advice, but have not achieved anything.Today in downloaded 'Glary Utilities' now I can't even find 'Turn Off System' [I have been using XP for 15 months!]

Try clicking on ( if you can ) , start > all programs > accessories > system tools > Internet Explorer ( no add ons ).
Run it in this mode. Does it make any difference. ??
