IE error every time and cant get any further

I got a new graphics card and tvtuner into my pc (XP. SP2)this week,I have had nothing but trouble it has been back to shop 3 times.I got it back again today and now I cant get IE to open at all,I only get the box saying error report to send every single time.I did a msconfig on this laptop and I have normal startup,on my other pc back from the shop it has selective startup and boxes ticked except for one load startup items,would this be the problem or can you help me please

disregard that last message.For some unknown reason I could not open IE last night tried for hours,then this morning everything up and running.I have never experienced that before,occasionally I couldnt open IE but not for hours on end,I even kept rebooting every so often.Anyway we are ok now.
