Getting Links

I seem to be getting no where on trying to get quality links from the 'big' sites on the first 2 pages of Google for my 'keyword'.
Since Christmas I have sent out about 12 well written emails about exchanging links, some have responded saying no, and the rest I have not heard from.
My site does not sell anything, its just an information site, but is lacking from good quality high Page Rank sites.
Has anyone any other ideas?
