Unable to download software etc

I cannot download software, when I click on the relevant icon, nothing happens. Also certain sites I just get a blank screen with a done message, such as natwest bank.
I assume its something to do with a security setting somewhere?
Any help appreciated.

First off. Natwest Bank's site does all sorts of funny things it can even close IE6 down but on re-load work fine. They are I believe aware of this.
As far as the downloads are concerned. Try right clicking and downloading from that option.
