IE6 - lost option to manage add-ons

I've been resurrecting a friend's pc - and found that her internet explorer does not have an option to manage the add-ons. Normally I can find it under tools - options menu but there is nothing there for manage add-ons.
Can someone help me restore this feature? I've tried reinstalling ie6 but that's not helped.

Has your friends PC got SP2 installed on it?

Good point & something I noticed; just spent the nite putting SP2 on it and now I have that option
