Reluctance for new windows to open in Internet Explorer

When I click on a link on a webpage I find that most of the time the new window refuses to open. However, if I press Cont/Alt/Delete to get into the Windows Task Manager and then delete Internet Explorer from the running processes, a new Internet Browser window will then open immediately in the usual way.
Has anyone else experienced this problem and found a solution. I thought I was reasonably computer literate but this problem won't go away.

yetisurfer , give this a try,

Click Start then Run and type ( or copy and paste ) regsvr32 /i urlmon then OK.

Now do the same for,

regsvr32 /i shdocvw
regsvr32 /i Shell32
regsvr32 oleaut32
regsvr32 actxprxy
regsvr32 jscript
regsvr32 vbscript

then Restart your pc and try to open a new window.

Thank you for your suggestions FifeFlyer.Sadly the problem still persists.
I've also just tried reinstalling IE7 but again there's no improvement.
Grrrrrrrrrrrrrrrrrrrrrrrrr!!!

Try FifeFlyer's suggestion again but omit the /i parameter that occurs in three of the entries.
