6.6MB Speed (tested) BUT I only have 1MBps file download speed

Windows XP..1GB RAM...Athlon 64 FX-53..
Speedtest consistently confirms my speed is 6.6mbps. BUT However many files I download the speed maxes out at 1.00mbps.. Is this IE7? Is it the firewall? Is there a fix?

Perhaps your ISP has decided you are doing too much downloading and has applied a 'fair use' policy?
