pc won't boot up

my father in law asked me to have a look at his pc as it stopped working. upon a quick inspection it looked like the psu was dead, so i changed it. now the pc boots up you get the windows splash screen with the moving bar then that goes off, next the pointer comes on the screen. then it stops, nothing else happens.
i have tried booting up in safe mode and the same thing happens, also i have tried 'last known good configuration' and still the same happens. could it be the psu i have put in? i looked at the max watt on the old one and that said 350w the one i put in said 230w max or is it something else??? i'm completely at a loss to what it could be.
any help would be great

It could well be the PSU. It's much lower output and might be cutting out when it tries to load the graphics.
