This toggles the Menu Bar on/off on most Microsoft programs. It's the key that has been around for years to allow keyboard selections when the mouse doesn't work.
Yes, I do mean the Menu Bar and pressing the Alt key makes no difference. The Menu Bar is unobtainable with any program/folder. Very frustrating to say the least. At this late stage of my battle today I can only conclude that some values in the Registry are corrupt or missing. I have tried various recommended fixes to no avail.
