windows xp not shutting down and system check utility

as per title my windows xp is not shutting down correctly it gets past windows is saving your settings then freezes on windows is shutting down?
Also is there a free utility out there to check over the file structure of the pc to make sure all files are where they should be.
Lastly is there a better defrag tool out there than the windows xp packaged one.
