Locked taskbar

I purchased Vista a few months back, and (until now)it seemed slowish but OK. All of a sudden, the quicklaunch icons disappeared from the taskbar,and the recently-used programs disappeared from the Start menu (the panel is empty). I can't add to the task bar as it's locked and, no matter what I do, I can't unlock it. Any suggestions, anyone? Be grateful for help. Could it be a registry problem? Thanks.
