unblocking cookies

Hi guys,
How do I go about unblocking cookies from a particular site.On the task bar it shows a small disk overlaid with what I would describe as a no entry sign.I believe it is preventing me logging on.I,m running XPhome.When I double click a box appears telling me cookies blocked.
