need html code for mouse text over link or text?

can anyone pls provide me with the html code for the below :
if the mouse is taken over a link or any text in a web page...it will shows a small box with some words (i think its ALT="...." )...so can anyone pls tell me the code for such a mouse text box over a link or any text ? that mouse text box shud be able to have atleast 15-20 words. thank you loads.
if this is done in java and needs activex my security programs blocks it so am looking for html codes. thank you
