Yes it is. Basically the windows installer ( which is used to install the updates ) , is using a certain registry key to try and install the updates. When the windows installer is finished it removes this key. As it's not completed the install of the updates the key still exists. When you try to run applications such as the Windows Installer Clean-up Utility they look for this key . If it doesn't exist it will install no problem. However , as in your case , the key still exists , and is therefor in use , hence the reason you get an error.

Could you try turning off automatic updates , start > right click on "my computer" > properties > automatic updates > turn off automatic updates > apply > OK. Restart your pc and try to run the clean up utility again.
