Is this generally, or just when Photoshop is running? If the latter applies, then try closing other programmes or installing more RAM. If not, JD's advice above is pretty sound - something is probably running on startup.
Additionally, try running anti-virus and spyware scans on the computer to see if there is any nasties present.
