Sorry to say, but it sounds as if you may have a serious virus attack! It might be that a physical problem has created the bizarre effect, but it sounds more like an attack.
If you can boot in safe mode, run all your anti-virus/spyware and re-try. Otherwise it might require a technician to look at the internals and the monitor. Try another monitor if you can, check all connections etc, it is possible it's something simple. Hope so for your sake!
