You'll have to explain that a bit more. Do you mean you can receive incoming calls but can only dial out if the call is free? If that is the case you haven't got a hope of using a freephone number as no ISP will issue one without you having a contract with them. As the contract requires you to give the ISP control of your telephone line (or at least have a BT line) and you say your account is suspended with your current ISP I don't see a way out of your quandary. Why is your account suspended?
