That site simply links to Symantec's site. Your mate can probably do the same by clicking on "give me more information" when NIS gives an alert. Once it's found what ISP the IP address belongs to, then you'll be able to click on "details" to find out the contact details of the ISP.

When I somebody tries to hack into my PC, I contact the ISP concerned, and inform it of the date and time that somebody connected to a particular ISP tried to hack into my PC.

It's probably a bit of a waste of time, but if everybody did it, the 'net might be a safer place.
