I have had the very same problem happen to me on two occasions whilst with O2.
I was fortunate to speak to English advisers and they knew what the problem was straight away.
It was indeed a problem with the account at their end, and the picture messaging facility had been turned off for no apparent reason.
Switching it back on solved the problem some hours later.
Persevere with the calls to solve your problem.
