Help I cannot find control panel when I press start then settings. Also i cannot change any display settings it tells me "this operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator" I have administrator propertier on my pc. Any ideas please?

I suspect you have 'caught' something so go to the HiJackThis section, read the post at the top and follow the instructions for posting a log.
To confirm my suspicions check the following registry key :
Go to Start > Run, type regedit and press Enter, then navigate to registry key HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer. In the right pane look for NoControlPanel, right-click it and make its value 0 (zero).
If after changing the key (or it doesn't exist) you still don't have control over the PC, post a HijackThis log.

Hi Burr
Tried what you said and this was the result "registry editing has been disabled by your administrator"
I take it that means I have some sort of virus. Will do the hijack this log as you suggested thanks

I am new to this site as I encountered the same problem yesterday ie I lost my control panel and got the same message as hellsbells, and after asking many people in the know about it I did a search this morning to find the answer and Hey Presto here it is! Many thanks to BurrWalnut for posting this information. I am hoping I have also found the source of the contamination and got rid. I will definitely use this site in the future and also I will log this hijack as you suggested to hellsbells. Many thanks

I tried using hijack this log, they said i was to download xp service pack 2 plus all critical updates and a newer version of internet explorer. Unfortunately i cannot download these due to administrator resrictions, ie the virus i presume. would it be possible to download xp service pack 2 onto my laptop which is running vista home basic and transfering it via my usb stick? the laptop has not yet been networked with the pc so therefore is "clean" Thanks again for your help so far

I have Service Pack 2 & IE7 on a disc for you should you want it. PM me your address, don't post it on here, and I can pop it through your letter box.
Alternatively you can download the required files on your Vista machine from here . . . >> Service Pack 2 and Internet Explorer 7

I'm doing your log hellsbells, i didn't ask you to install all the updates and SP2. that would have come later when we got the infection sorted.

i got same problem...Lost control panel...
I Didn't see "\CurrentVersion\Policies\" in HKEY_CURRENT_USER

Because you're looking in the wrong place. I never mentioned the 'Internet Explorer' key, scroll further down to \Windows etc.
Registry keys are changed either by a user or by malware, not by accident nor by magic.
