Fun Video software?

I have a video clip of my mate dancing which i need to 'jazz' up a bit and wondered if anyone could recommend any software to use for this?

Apart from Windows Movie Maker, there's also Avid Free DV.

I was looking for something that you can add effects to in the background, bit more so than Movie Maker, I don't mind having to spend a bit of money.

Sounds like 'chroma key' work, which in turn sounds more than a 'bit' of money... Dunno if it handles that kind of work but, have a look at Premiere Elements from Adobe.
