Can I insert and play DVDs or digital video discs using only my CD-ROM? 'Cause I think I saw a website referring that it is possible by using a codec or a decoder. Can that work?

No, you will need a DVD ROM at least, I'd be very wary of any website offering a cheap fix for a CD ROM drive.

Mouse is right, it is impossible, they use different lasers to read the disk, a DVD laser is much narrower so a CD laser cannot read a DVD. A DVD player can read Cd's though.
