Try to not use frames, use CSS function overflow, it allows the two areas to be scrolled seperately but all material must be included on every page, the reason I say this is because some people don't have browsers which support frames, it can also cause problems with your navigation system.
For the photoshop tutorials I suggest having some images going alongside the instructions so people can see what they are doing, this way people can keep up.
Other than that it looks good.
