Windows Picture & Fax Viewer

Recently, for no reason, I cannot open up image files using the Windows Picture and Fax Viewer. I can set it to be the default program for opening JPG files, but when I click on an image, nothing happens.

I am lost as to why this is happening.

Any ideas ?
