FTP restricting

I help out with a game community, primarily counterstrike source, and through mani admin, one of our servers unique features is to have a large playlist of music. Rather than having a few admins sourcing the playlist with their own music collections I have had the idea to let community members upload their own zipped music to a FTP so it can be added to the server. As the login would be publicly posted in the forums, this may allow some malicious users to login to the FTP and delete all that other users have uploaded.

What I wish to know is, is there a way of restricting a FTP account to only allow uploads, not delete or download, and ideally, restrict what file types are accepted by the server? Although the second is not a nessecary thing.
