I have recently changed over from Tiscali to Sky BB.
Tiscali supplied me with the MAC code around the middle of October, which I received by Text message and then by letter confirmation on 17th October, saying that once my MAC code has been passed to my new provider my account would automatically be cancelled.
Well my Tiscali service (appeared to) become inactive on 30th October, which is when our Sky BB was due become active and we even had a automated phone call from Sky telling us that our BB was now active. Connected up my Sky BB on the same evening and everything has been hunky dory since then.
I paid my final bill with Tiscal by DD on 6th November for services 1st Oct - 30th October. Then as few days later I cancelled the DD with the bank.
To my horror, I have received a letter from Tiscali payment services today requesting that I update my payment details as the DD has been cancelled, or they will disconnect my internet service, or after 10 days they will arrange for collection of outstanding monies.

Have logged into my Tiscali account online and it still appears to be active and they have billed me for November. Checked my usage and the last time the service was used was on the 30th October the exact time the service went down.
Should I just ignore the letter as it could just be oversight, or should I contact them to query it?

IMHO, you cannot ignore such a letter.
If I were in your position, I would gather my facts and write to Tiscali with them, politely, and inform them that you do not intent to make further payments, and why. I would copy that letter to OFCOM and to my solicitor.
I would further inform my bank ( or whereever the DD is in force ), advising them of the situation and requesting them to alert you if there is any further request for monies from Tiscali.

I have sent a letter to Tiscali Customer services today explaining all the facts and sent a copy of the letter confirming my MAC code.
If the reply is negative or non-existent, then I will take it up with Ofcom.

Just an update. I had an email from Tiscali today which reads the following...
Dear
Thank you for contacting Tiscali Customer Support.
I would like to take this opportunity to apologise for any inconvenience caused.
I have raised a Remedy Request Reference No. ********** to our Finance Team regarding when you migrated to a new ISP and your account was not cancelled.
I have requested our Finance Team cancel your account and write off the outstanding balance.
Once again, my apologies for any inconvenience caused.

A result. I am just glad that I did cancel my dd, as I don't suppose it would have been easy to get the money back.

Good, but keep an eye on your bank statements to make sure they stick to their word.

As per my thread I started above, Tiscali are seriously a mess. I have a DD setup and it appears that for a whole year they have never collected and now want a years worth of money in just a few days time!
The company is a joke.
