Emachines 370 power problem

My sons emachines 370 has developed a mind of its own. After shutting it down normally last week we have been unable to turn it on via the button on the front. What is really weird though is that while connected to a live socket it suddenly powers up, but when we turn the monitor on the screen is black and all that happens is the sound of the fan. The only way we can then turn it off is cutting the power. The dvd disc drive will not open and there seems to be no way of even getting it to boot in safemode. We have Windows XP and it was working fine up until this happened. Is it worth taking it somewhere to have it repaired or has it completely died and we need to buy a new one.
Any advice would be greatly appreciated.

It could be the power supply itself. You can get one for around £20, so not too expensive to try before you write off the whole computer.
