Yes it is possible but only with dialup aslong as you have a modem installed on your PC.
I don;t know any payg services but someone else should be able to recommend some for you!!

How is it possible with a dial up connection? Which telephone number will he be using and where will he get it from without registering with an ISP?

lol you know the ones where they give you the details online and you just set it up and you have a PAYG online service with no contract.
There's no registration and you can stop using them whenever you like :-)

Sounds like it to me, Adam. My ISP is BT Yahoo!, but I don't have a contract as such with them. I just authorise them to take the fee from my credit card every month. I was never tied to a 12 month contract or anything like that. Madeline.

There is this ISP that you buy top up cards and it gives you more time on the net though.

How you describe it doesn't matter but you must register with an ISP before you can surf the net. The name ISP describes the event, Internet Service Provider. To get the service you need an ISP. To get an ISP you must give them as a minimum, name and address. That's registration.

Silly question, but why do you want to surf the 'net without registering with an ISP? I can think of two ways:
1) Visit an internet cafe. 2) Surf through your neighbour's wireless router (if he or she has been stupid enough not to enable WEP or MAC address filtering).
